1.  Can you think of any reason why  Moshe Rabeinu did not tell
     Betzalel Hashem's instructions 'in the right order' in the first place?

     first or the keilim (vessels) first, as long as he made them well and

Why did Moshe Rabeinu teach Betzalel about the contents of the Mishkan before the Mishkan itself?

Moshe taught Betzalel the order of the construction as it is appears in Parashat Terumah, Shemot Chapters 25-26, where the Aron (the Ark) is mentioned before the structure of the Mishkan.  When Betzalel said he thought it was more usual for a building to be constructed before its contents Moshe agreed that he was right and even that his name was a hint to his understanding of Hashem's wishes.

Moshe said that although the Aron is mentioned first because of its primary importance, nevertheless he did hear from Hashem that the Mishkan itself must come first during the actual construction.
